Has the Development of E-commerce Driven the Agglomeration of County-level Service Industries?Empirical Testing of the Comprehensive Demonstration Policy of E-commerce Entering Rural Areas
From the prespective of the impact of E-commerce on the agglomeration of county-level service industries,this paper uses data from 2531 counties in China from 2010 to 2019,takes the comprehensive demonstration policy of E-commerce in rural areas as a"quasi-natural experiment"and employs progressive double difference method to evaluate the impact and mechanism of E-commerce development on the agglomeration of county-level service industries.Research has found that the development of E-commerce has a significant positive effect on the agglomeration of county-level service industries.After a series of robust tests,the conclusion is still valid.Mechanism analysis shows that the development of E-commerce mainly promotes the agglomeration of county-level service industry,through the effects of digital infrastructure construction,factor allocation,platform,human capital accumulation,and market size.Heterogeneity analysis indicates that compared to the western region and poor counties,the positive effect of E-commerce development on the agglomeration of service industries is more significant in the eastern and central regions and non-poor counties.This study provides policy implications for seizing the opportunities of digital economic development,promoting the high-quality development of rural E-commerce,supporting the optimization of county-level industrial structure.
