Can the Construction of Digital Villages Achieve the Equalization of Basic Public Services in Urban and Rural Areas:Mechanism Analysis and Empirical Testing
Through the centralized application of a new generation of information technology,the construction of digital villages bridges the digital divide in the process of urban and rural development,provides convenient,efficient,equal and inclusive access opportunities for rural basic public services,and is an efficient path to promote the equalization of urban and rural basic public services.Based on the panel data of 268 prefecture-level cities from 2013 to 2021,this paper examines the policy effect and mechanism of digital village construction to promote the equalization of urban and rural basic public services.The results show that:first,the construction of digital villages can effectively make up for the shortcomings of rural public services,ensure the rights and opportunities of urban and rural residents to enjoy public services equally,narrow the gap between the quantity and quality of urban and rural basic public services,and become a basic tool to achieve the equalization of urban and rural basic public services.Second,the construction of digital villages can indirectly narrow the gap between urban and rural areas and achieve the equalization of basic public services through the effect of factor flow and policy facilitation,and there is a threshold effect of economic development level in the construction of digital villages.Third,in the process of digital village construction,the level of rural digitalization and agricultural digitalization can positively affect the equalization of urban and rural basic public services,and the effect of digital village construction in promoting the equalization of urban and rural basic public services in the eastern and central regions is more significant.This study clarifies the mechanism of digital village construction to promote the equalization of urban and rural basic public services,and provides new theoretical enlightenment for further exerting the efficiency of digital village construction and guiding the role of policies.
