Research on the Impact of Government Data Governance on the Technological Sophistication of Manufacturing Exports
With the advent of the digital age,data has become a core production driver.Effective government governance of data provides new opportunities to release new kinetic energy of data and cultivate new competitive advantages in manufacturing industry.From the perspective of manufacturing exports'technological sophistication,this paper takes the government's public data governance policies in past years as the factual basis,constructs the comprehensive government data governance indicators for 2011-2021 based on the natural language processing(NLP)technology of deep learning(DL),and explores the mechanism of its impact on the technological sophistication of manufacturing exports.The mechanism analysis shows that the innovation resource allocation effect,the data marketization effect and the industrial upgrading effect are the important transmission paths through which government data governance affects the technological complexity of manufacturing exports.Further research finds that government data governance policies have a greater effect on eastern and western regions and high-tech manufacturing industries.China should further adjust and optimize the data governance system,break down the institutional barriers that impede the flow of data,give full play to the value of data elements,empower industries with data to achieve value creation,and enhance the competitiveness and value creation capacity of the manufacturing industry in the international market.
