Digital Trade Facilitation and Rising in the Global Value Chain of the Manufacturing Industry:From the Perspective of Analyzing the Adjustment of the Intermediate Input Structure
Digital trade facilitation provides new opportunities and injects fresh momentum for China to expand trade in intermediate goods,enhance control over the industrial chain,and ascend the global value chain.By systematically building a measurement index system of the development level of digital trade facilitation and using the panel data from 17 departments of 62 countries from 2007 to 2022,this paper analyzes the impact of digital trade facilitation on the global value chain of the manufacturing industry from a analytical perspective of adjustment of the intermediate input structure.It is found that digital trade facilitation in different countries has been generally improved stably and improvements in developing countries have been accelerated,but there remains a big gap.Middle-and-high-income countries have shown the greatest improvement.Asia is developing the fastest and closing the gap with Europe and North America,while Africa's development was fluctuated and progressing slowly,and the regional imbalance problem is still not optimistic.Digital trade facilitation can significantly move up the value chain of the manufacturing industry.Heterogeneity analysis reveals significant differences in this promotion effect,with high-tech manufacturing industries,middle and upper-middle-income countries,and digital technology applications showing the strongest effects in their respective dimensions.Mechanism analysis indicates that digital trade facilitation forms a transmission mechanism for the structural adjustment of intermediate inputs through three effects:structural optimization,digital technology penetration,and innovation spillover,then promotes the global value chain of manufacturing industry to climb.Therefore,it has a dual significance of"adjusting structure"and"promoting transformation".This study provides theoretical basis and empirical evidence for China to promote digital trade facilitation reform and move towards the medium-high end of the manufacturing value chain.
