The Promotion of the Policy Environment of Port-City Symbiosis to High-Quality Economic Development:Evidence from Tianjin
In the context of port cities transitioning to high-quality economic development,the importance of symbiotic port-city policy environments for economic and social empowerment is becoming increasingly evident.This study uses policy texts and empirical data from the Tianjin Free Trade Port from 2005 to 2019.Combining the classic policy quantification system with the characteristics of Tianjin Free Trade Port policies,a quantitative evaluation system for Tianjin Free Trade Port policies was constructed.The symbiotic port-city policy environment was quantitatively evaluated,and the VAR model was used for empirical research into the relationship between the symbiotic port-city policy environment and high-quality urban economic development.The study found that the symbiotic port-city policy environment promotes high-quality economic development,and there is a dynamic mutual promotion relationship between the two.The positive impulse response of the symbiotic port-city policy environment to economic development has a time lag effect,but the economic development's impulse response to the policy environment is stable.The contribution rate of the symbiotic port-city policy environment to economic development shows an inverted"U"trend,increasing first and then decreasing.These findings provide new insights and empirical evidence for understanding the relationship between the symbiotic port-city policy environment and economic development,and for designing and improving policies for high-quality urban economic development under symbiotic port-city conditions.
