From"Corporate-Type"to"Public Welfare-Type":Benefits and Reflections on the Role Transformation of Local Government in Urban Village Transformation
Local governments play a crucial role in the implementation of urban renewal.This article,based on a governance perspective,found that in some urban renewal projects,the role of local government has shifted from the traditionally perceived"corporate-type"to a"public welfare-type".This change manifests as a tendency to decentralize power and benefits to market entities and communities.The aim is to avoid risks,forming government-state enterprise alliances and nurturing differentiated growth alliances,among other behavioral characteristics.By integrating rent gap theory,the article analyzes the benefits and mechanisms of the local government's role transformation during urban village renovations.Further,using the case of the Pazhou village renovation in Guangzhou city,it provides an empirical analysis of the specific impacts of this role transformation on time,economic,and social benefits.In conclusion,based on the case study,the article offers a critical evaluation and reflection on the transformation of the local government's role.
