Urban Civil Air Defense Project and Underground Space Integration Development Strategy Thinking:A Case Study of Jiangsu Province
In the context of the transition from"incremental expansion"to"stock update"in urban construction,the article sorts out the issues in the integrated development of civil air defense projects and underground space in Jiangsu province.These issues include independent planning,low comprehensive benefits of spatial integration,difficulties in transitioning between peace and war-time uses,and insufficient support in management systems and regulatory standards.Based on lessons learned from domestic and international experiences,the article proposes countermeasures from three dimensions:planning,space,and management.These include integrating processes and content at the stages of general planning,special planning,and detailed planning;implementing six spatial integration strategies such as"based on urban functional needs,guiding the comprehensive use of civil air defense projects","integrating with projects convenient for the public,compensating for the deficiencies in civil air defense projects in old urban areas",and"unifying functions in peacetime and wartime,reducing the workload of transition";and improving management integration through"optimizing the management system,incorporating civil air defense into the unified map of underground space","accelerating the development of planning at all levels,guiding integrated space construction",and"improving the legal and regulatory system,filling the gaps in relevant technical standards".
