摘要
文章立足国土空间规划体系建立和专项规划统筹管理视角,剖析新时期城市轨道交通线网规划与相关规划的逻辑关系,分析当前线网规划编制存在的问题和面临的新要求,探索建立基于国土空间规划"一张图"的专项规划审查衔接机制,指出国家、省、市级自然资源部门主管城市轨道交通线网规划工作的必要性,以便更好地促进城市轨道交通规划建设与国土空间规划相衔接、与城市发展相协调.
Abstract
The article evaluates the national territorial space planning system and overall management of special planning.It examines the relationship between urban rail transit network planning and related planning,identifying new challenges and requirements within the current network planning system.The study advocates establishing a mechanism for integrating special planning with the"One Map"national spatial planning framework.The findings recommend that natural resources departments at the national,provincial,and municipal levels oversee urban rail transit network planning to better align it with national territorial space planning and urban development goals.
