By reviewing the history and analyzing the current status of domestic civilian rescue buildings,combined with the development experience of foreign rescue buildings and the concept of"developmental stratified assistance",the article proposes an architectural planning model and open design strategy centered on the common growth of the rescue targets.It also explores specific implementation paths for the sustainable development of civilian rescue buildings.
