Research on the Investment and Financing Mode of Social Capital Participation in Contaminated Site Restoration Projects
As urbanization accelerates in China, the proliferation of polluted sites poses numerous safety risks and hinders high-quality urban development.Currently, the remediation of polluted sites is predominantly funded by government investment, with limited participation from social capital in terms of both the number and scale of projects.Relying solely on government funding makes it challenging to sustain the orderly development of site remediation, impacting the repair, development, and reuse of these sites. This paper reviews and compares six types of investment and financing models involving social capital in site remediation. It analyzes each model's sources of funds, typical cases, operational mechanisms, and evaluates them, aiming to provide a reference for the participation of social capital in the remediation and management of polluted sites.
