Dilemma Analysis and Governance Exploration of Community Progressive Renewal Based on Property Rights:A Case Study of Xiaoxihu Block in Nanjing
As an important means to carry out community governance in the context of stock planning,the progressive renewal of community often faces the problems of insufficient motivation and excessive resistance in the process of implementation.The introduction of property rights theory can deepen the understanding of spatial relationships and subject relationships in community renewal and explain the dilemmas in the process of community renewal from inception to implementation.Combined with the practice and exploration of the progressive renewal of Xiaoxihu block in Nanjing,it shows that the institutional innovation of property right definition,integration and management in the community renewal can effectively address the complex space and subject relationship.On this basis,the optimization strategies of community renewal system,such as clarifying the spatial and functional boundary of property rights,optimizing negotiation scale and rules,and creating a flexible planning management system,are proposed to promote the sustainable development of urban renewal action.
