Research on Collaborative Governance of Old Community Renovation Based on the SFIC Model:A Case Study of Shanghai
Old community renovation has the dual connotation of spatial governance and community governance,and calls for collaborative governance of multiple entities.Using SFIC model in public management study,this paper constructs an analytic framework of"collaborative elements—collaborative process—collaborative results"to analyze and compare three governance models of old community renovation through case study in Shanghai,and detects the governance disorder.It is found that old community renovation in Shanghai is significantly dependent on administrative resources and public finance under the path dependence of state-dominated urban governance.Governments at all levels hold the leadership of decision-making,and residents'participation is symbolic,the provision of informal institutions such as community conventions is insufficient.Collaborative governance of old community renovation only has the form of coordination,and presents defects in the residents'self-governance ability,community governance structure,community renewal institution and the construction of consultation platform.The establishment and healthy operation of deliberative platforms contributes to the construction of social networks and the cultivation of social capital in communitieis,and further promotes collaborative process.Strengthening residents'community empowerment and promoting the engagement of social force are beneficial to upgrade the level of old community collaborative governance.
