The Spatial Fragmentation and Scale Fix of Capital and Power:A Political Economy Framework to Understand Urban Development Boundary
From the perspective of the interaction between power,capital,and space,this article examines the logic of urban growth under the growth supremacism in China.The aim of this article is providing theoretical insights and practical recommendations for delineating urban growth boundaries.The results show that:(1)Land use regulation conflicts between central and local governments,as well as competition for economic development opportunities between different municipal districts,have resulted in large-scale fragmented and dispersed spatial planning for newly increased construction land;(2)The mismatch between the spatial demands of capital reterritorialization and the spatial supply of urban development boundaries has led to a crisis in spatial governance due to capital's risk aversion;(3)Urban development boundaries achieve scale fix for capital accumulation through upward and outward scaling.The article employs a political economy perspective to understand the inherent logic of urban growth and the implications of urban development boundaries.We look forward to offer significant theoretical and practical insights for the urban growth boundary.
