Research on the Planning System of China's Overseas Economic and Trade Cooperation Zones:A Study Based on the Perspective of the Whole Life Cycle
China's overseas economic and trade cooperation zones are an important carrier for the implementation of"the Belt and Road"initiative.Under the steady and active development trend,there are also certain problems in the cooperation zone's"going out".It covers both the investment environment of the host country(region),the top-level design of our country,and of course the existence of the cooperation zone itself.In order for the cooperation zone to"go out",it is urgent to improve the top-level design,clarify the key development areas,industries and policies of the cooperation zone,formulate the planning standards of the cooperation zone,and play the role of top-level design in coordinating,leading,and forward-looking.Based on the problems in different stages of the cooperation zone's life cycle,it explains the necessity of the planning system of the cooperation zone,and puts forward four types of planning in the process of the cooperation zone from birth to in-depth development in view of the main contradictions and objects of action in different stages,clears plan contents and purposes.The corresponding problems can be solved proactively,the risk of"going out"of the cooperation zone can be reduced,and the efficiency of cooperative development can be improved.
