Guidance and Regulation,Negotiation and Integration:The Development Experience and Enlightenment of the Dutch Spatial Planning System
China's territorial spatial planning system has been formed in general,and is facing the era requirements to further promote the reform of"multiple-plan integration"and the transformation of governance.The development experience of the Dutch spatial planning system in planning negotiation and target integration,maintaining planning adaptability and safeguarding national interests can provide enlightenment for the improvement of the Chinese territorial spatial planning system.This paper suggests that,on the premise of keeping the framework of the"five-level and three-class"territorial spatial planning system,the dominant attributes and content characteristics of spatial planning at different levels should be further clarified,and the interest coordination mechanism between departments should be established horizontally and the interactive negotiation mechanism of"city-county-township"should be established vertically.
