Research on the Improvement of Urban Renewal Legal System under Carbon Neutrality Vision
Improving the quality of urban space and creating a people-oriented green and low-carbon living environment are the core content of urban renewal under the concept of"People's City".Green and low carbon is an important goal and value orientation of urban renewal,and urban renewal is an important scenario and key path for the implementation of the"Dual Carbon Goal"at the spatial level.Focusing on the rational allocation and proper regulation of the rights and responsibilities related to green space in the evolution of urban renewal phases,this paper expounds the connotation,legal subjects and their rights and interests pattern of urban renewal under the goal of carbon neutrality,and analyzes the legal and institutional dilemma of China's green urban renewal.On this basis,this paper discusses the general idea of improving the legal system of urban renewal under the carbon neutral target,and proposes specific countermeasures of incorporating"carbon neutrality"into the institutional scope of urban renewal as a regulatory constraint from six aspects,with a view to providing theoretical reference and decision-making basis for improving the green urban renewal management system and promoting high-quality and sustainable renewal of an organic city.
