Analytical Framework and Strategic Approaches for Cross-Regional Comprehensive Land Consolidation
Investigating the logic of resource integration and coordinated development pathways in cross-regional comprehensive land consolidation is crucial for overcoming the limitations of traditional land consolidation,weak urban-rural linkages,and inefficient governance mechanisms.This study analyzes the key elements of comprehensive land consolidation and the dynamic mechanisms of cross-regional resource flow,outlining practical strategies focused on resource optimization and regional cooperation.Utilizing Ningbo,Zhejiang province,as a case study,this research examines the phased achievements of cross-regional comprehensive land consolidation in terms of land resource optimization,agricultural industry upgrading,ecological value preservation,and public service facility improvement.The finding illustrates that:(1)Comprehensive consolidation within townships fosters,social progress,and ecological protection by integrating urban and rural resources,optimizing spatial layouts.Between townships,functional complementarity,resource sharing,and industrial coordination,townships facilitate the flow and optimal allocation of resources,driving balanced regional development and fostering high-quality urban-rural integration.(2)Ningbo,as China's pioneering city for comprehensive land consolidation,has revitalized rural areas through the implementation of sub-projects,promoting the flow of diverse resources across city,district,county,and township levels,and thereby optimizing spatial layouts and enhancing functional quality.(3)Cross-regional comprehensive land consolidation not only hinges on resource allocation but also requires breaking administrative barriers through policy regulation,market coordination,and institutional reforms.It further emphasizes the importance of strengthening grassroots participation to ensure sustainable development and coordinated regional growth,while promoting efficient resource flow and allocation.
