The Coupling Mechanism between Land Capitalization and Rural Governance Transformation
With the deepening of marketization and refinement of property rights,rural China's land tenure system is evolving from a natural resource-based approach to one driven by land capitalization,accompanied by significant changes in rural governance.This study attempts to establish a theoretical framework to explore the coupling mechanism between rural governance transformation and land capitalization.The study argues that land capitalization has driven rural governance transformation from four dimensions:urban-rural relations,people-land relations,institutional changes,and the reconstruction of rural stakeholders.Traditional rural governance models can be categorized into six prototype types,namely government-dominated,collective-dominated,collective-intermediary,collective-autonomous,villager-led and external capital-participated,as well as various subtypes.The coupling mechanism between land capitalization and rural governance models varies between suburban and remote areas.In suburbs,there are approximately three coupling models,namely government led land capitalization and rural governance,collective and capital negotiation governance under collective autonomous land capitalization,and collective intermediary governance under land capitalization based on the government and collective negotiation;In remote rural areas,there are also approximately three coupling models,namely interactive governance among government,collective and the capital under the household-based land capitalization,the governance based on collective and capital negotiation under collective-based land capitalization,and interactive governance between collective and the villagers under land capitalization jointly led by both collective and the villagers.To achieve effective governance in the future,an equal consultation model among the government,the market and the collective is essential.
