Internal and External Co-Construction:Study on the Influence of Village Elites on Rural Governance Models—A Longitudinal Case Study of Village H in Xiong'an New Area,Hebei Province,Since the Reform and Opening-Up
Elite-led village governance is an essential model for addressing rural governance challenges and achieving endogenous development.This article adopts a"state-society"perspective of internal and external co-construction to build an analytical framework combining top-down macro-environmental changes with bottom-up village actor adaptations.It posits that external environmental factors,village power actors,and the interactions between these actors jointly shape the governance model of a village.Using village H in Xiong'an New Area as a case study,the article analyzes the evolution of its governance model since the Reform and Opening-Up period.The research reveals that village H has undergone four stages of governance evolution:disorganized disorder,unipolar dominance by institutional elites,dual collaboration between internal and external elites,and multi-stakeholder co-governance.This progression reflects a transformation from disorder to order in village governance.
