摘要

建构高校内部质量保障体系是高等教育治理改革的必然趋势,也是质量保障由外向内转变的直接要求.建构高校内部质量保障体系必须坚持系统观念、问题导向、目标牵引以及以人为本的方法论.作为质量管理系统,高校内部质量保障体系建构应:树立三个理念,即以学生发展为中心、以立德树人成效为中心以及以持续改进为中心;聚焦三个层面,即将职责落实落细到学校、学院、学系/教研室等;强化三个环节,即强化目标、实施与评价构成的闭环结构,推动教育质量的持续改进.

Abstract

The internal quality assurance of higher education is replacing the external one and has become a key component of higher education governance today.When building the internal quality assurance system of higher education,we should adopt a systematic,problem-oriented,goal-directed and human-centered approach.To be more specific,we need to strive for three goals,namely,sup-porting student growth,cultivating talent with both moral integrity and professional competence,and striving for continuous im-provement of higher education quality.To achieve those goals,we need to delegate tasks and responsibilities among the college/uni-versity,school,and department.Besides,we should adopt a three-step model consisting of goal formulation,policy implementation and outcome evaluation to guarantee continuous quality improvement in higher education.
