摘要
拜登政府对华科技战略延续了特朗普时期的脱钩指向,但在目标、范畴、路径、工具和手段上呈现出梯次化特点.这既是对技术进步的回应,也是在国内政治、经济议程驱动下作出的综合调整,是"技术—政治—经济"多因"共振"的结果.拜登政府对华科技战略的这种调整更具迷惑性和危险性,但实施不会顺利,因为其内在缺陷日益显现,包括美国现有实力难以支撑其科技战略理想、战略收益与成本投入日益失衡、霸权思维的障碍等.可以预期的是,由于上述因素的掣肘,拜登政府的对华科技战略不可能完全实现预期目标.
Abstract
In contrast to the Trump administration's"comprehensive decoupling"of science and technology from China,the Biden administration's science and technology strategy is characterized by"laddering decoupling"in terms of objectives,contents,paths,tools,and instruments.The strategic design of laddering is the Biden administration's response to technological advances,a comprehensive adjustment driven by domestic political and economic agendas,and a result of the joint action of technology,politics and economy.The latest adjustment of the Biden administration's science and technology strategy is increasingly confusing and dangerous.However,the laddering strategy is flawed by the US incapability of providing matching power,the imbalance between the strategic benefits and costs,and the US hegemony hindering the science and technology development.Consequently,the Biden administration's science and technology strategy toward China fails to achieve its intended targets.
