Cognitive Differences among RCEP Member States and Their Impact
The comprehensive activation of the Regional Comprehensive Economic Partnership(RCEP)in 2023 has significantly energized regional economic integration in an age characterized by resistance to globalization.Nevertheless,a spectrum of cognitive perceptions regarding RCEP exists among the member nations, and the reconciliation or amplification of these key cognitive variances is crucial in shaping RCEP's future.A generally positive recognition of RCEP prevails among the member countries. However, there are noticeable divergences in opinions regarding RCEP's impacts on various fronts, such as ASEAN's central role, the role of market liberalization in enhancing competitiveness, the development trajectories of particular industrial sectors, and the security and stability of supply chains. These differences in perception among the member states arise from a blend of factors, including national interests and group identities,fear-based appeals in open market conditions, exclusionary reactions stemming from cultural disparities, and cognitive dissonance between historical experiences and future expectations. The cognitive differences among member states will influence the quality enhancement, functional realization, and developmental trajectory of RCEP in the future. As the largest member of RCEP,China plays a key role.China should actively participate in safeguarding the common interests of the agreement, appropriately deal with cognitive differences, and contribute to the wisdom of Chinese modernization for the close relationship between Asia-Pacific economic and trade cooperation, the search for strong and long-term development of cooperation, and the promotion of regional prosperity.
