The Adjustment of Japan's Comprehensive Maritime Security Strategy and its Impact
As the first medium-and long-term updated strategic document after the release of Japan's new National Security Strategy,the Fourth Basic Plan on Ocean Policy makes directional adjustments to Japan's comprehensive maritime security.It will promote maritime defense integration;enhance the militarized utilization of marine civilian technologies and the research and development of dual-use technologies;intensify the use and control of civil land and facilities;expand maritime security cooperation with the so-called"like-minded countries;"and position China as an"unprecedented serious threat and risk"for the first time.Japan's comprehensive maritime security highlights its external military deterrence and armed attack capability,which will make the regional maritime security situation more complex and bring negative impact on the political mutual trust and maritime cooperation between China and Japan.
