The Adjustment of European Policies in Central Asia:Strategic Autonomy and Dual Commitment
In the context of the ongoing Ukraine crisis and major country competition,the EU have catered to the diversified development of foreign relations and increased autonomy in Central Asia,and stepped up adjustments to their Central Asia policy to obtain gains in specific areas.The level of the meeting mechanism between the EU and Central Asian countries has been upgraded and institutionalized.The interaction between leaders has increased significantly.EU member states have actively participated in Central Asian affairs.The EU's Central Asia policy has become more political and independent.It shows a development trend of dual commitment,which is conducive to enhancing policy effects,but the EU's proactive actions complicate regional competition and cooperation and stimulate the competitive awareness of Russia and other countries.The EU's strategic autonomy will also affect the coordination between the United States and Europe.The EU's unbalanced and short-term Central Asia policy hardly increases the trust of Central Asian countries.In view of the increasingly complex competition and cooperation between major countries in Central Asia,the pragmatic EU's Central Asia policy is facing a test,and the EU's competitiveness still has limitations.
