The Militarization of the Japanese Government's Foreign Aid Mechanism
In recent years,Japan has shown a positive expansion in the security domain,particularly based on Official Development Assistance(ODA),establishing the Official Security Assistance(OSA)mechanism,revealing its intention to expand the scope of security responsibilities in the international community.Relying on the original ODA,OSA has shown a militarized trend in the matters,purpose,objects,and methods of foreign aid,which is more prominent in security considerations than the previous ODA.From the perspective of the framework and operation logic of OSA,it can be observed that its deep motivation involves competing for the right to speak in the system,promoting the adjustment of regional power balance,and revitalizing geographical influence.OSA will have different but far-reaching complex effects on Japan,its aid recipients and even the world.
