The EU-LAC Digital Alliance in the Framework of Global Gateway
The 3rd EU-CELAC summit was held in Brussels in July 2023.The summit adopted the EU-Latin America and Caribbean:Joint Declaration on a Digital Alliance,which defines the principles and objectives of the EU-LAC Digital Alliance under the Global Gateway.The Digital Alliance aims to enhance the competitiveness of the EU,promote the digital transformation of the EU,hedge the infrastructure initiatives of major countries,and help Latin America achieve digital transformation and address cyber security challenges.However,the change in the strength of the two sides has led to a limitation of EU investment in digital technology in Latin America.The differences between the two regional organizations have reduced the efficiency of cooperation between the two sides,and the goal of cooperation is to some extent out of line with the development situation in Latin America.To bridge the digital gap in Latin America,the EU needs to abandon the logic of geopolitical competition,start from the demands of Latin American countries,and work with all countries to find a mutually beneficial path for global digital development.
