数字化转型背景下的教育数据分类分级研究

作为《中华人民共和国数据安全法》规定的数据安全保护基本制度之一,数据分类分级保护制度的实施是数据安全治理和有效利用的基础环节。考虑到教育行业掌握了大量的教育教学业务数据和师生个人信息,故开展教育数据分类分级工作势在必行。为此,文章遵循"现状分析-问题挖掘-方法构建-案例验证"的研究思路,首先梳理了数字化转型背景下教育数据的发展现状和国内外教育数据分类分级的研究现状;接着,文章从制度、管理、技术三个层面深入剖析了教育数据分类分级面临的困境;然后,文章从教育数据分类分级规则和工作流程两个方面,构建了一套教育数据分类分级方法;最后,文章选取 3个教育行政部门和6所高校作为试点单位,验证了教育数据分类分级方法的可行性和有效性。教育数据分类分级方法的提出,旨在解决教育行业数据分类分级中缺乏统一标准的问题,可为教育系统各单位开展数据分类分级提供理论指导。
Research on the Classification and Grading of Educational Data under the Background of Digital Transformation
As one of the basic systems for data security protection stipulated in the Data Security Law of the People's Republic of China,the implementation of the data classification and grading protection system is the fundamental part for data security governance and effective utilization.Considering that the education industry has mastered a large amount of education and teaching business data,as well as personal information of teachers and students,it is imperative to carry out the classification and grading of educational data.Therefore,following the research idea of"status analysis-problem mining-method construction-case verification",this paper firstly combed the development status of educational data under the background of digital transformation,and the research status of classification and grading of educational data at home and abroad.Secondly,this paper deeply analyzed the difficulties in classifying and grading educational data from three aspects of system,management and technology.Then,a set of methods for classification and grading of educational data were constructed from two aspects of rules and workflow for classification and grading of educational data.Finally,three education administrative departments and six universities were selected as pilot units to verify the feasibility and effectiveness of the methods for classification and grading of educational data.The proposed methods for classification and grading of education data were aimed to solve the problem of lack of unified standards to classify and grade educational industry data,and provide theoretical guidance for all units of the education system to carry out data classification and grading.
