民爆安全生产风险管控系统的研究及应用

民用爆炸物品行业是典型的危化品生产行业,事故发生具有低概率、高危害的特点.以安徽省研发项目为契机,采取现场需求分析、理论分析、数值计算和实际工程相结合的综合性研究方法,通过安全生产数据集成、风险分级管控体系建立、多场景风险行为管控、风险管控云平台建设等步骤,实现了民爆安全生产动静态数据采集、实时监控、风险识别和预警、事故回溯和后处理的全流程闭环管理,提升了民用爆炸物品生产企业安全管理水平,减少了事故隐患.
Research and Application of Civil Explosion Safety Production Risk Management and Control System
Civil explosive industry is a typical hazardous chemical production industry,the accident has the characteristics of low probability and high harm.Taking the R&D project in Anhui Province as an op-portunity,the comprehensive research method combining on-site demand analysis,theoretical analysis,nu-merical calculation and practical engineering is adopted.Through the steps of safety production data integra-tion,establishment of risk hierarchical management and control system,multi-scenario risk behavior man-agement and control,and construction of risk management and control cloud platform,the dynamic and stat-ic data collection and real-time monitoring of civil explosive safety production are realized.The closed-loop management of the whole process of risk identification and early warning,accident backtracking and post-processing has improved the safety management level of civil explosive production enterprises and reduced the occurrence of hidden dangers.
