The Concept,Characteristics and Layers of Responsible Social Science Data Governance
[Purpose/Significance]Under the surroundings of the national philosophy and social science development plan,responsible data governance has become an important driving force to promote the open sharing of social science data and contribute to social science research and innovation,and it is urgent to explore basic theories of responsible social sci-ence data governance.[Method/Process]This paper explored the conceptual elements and dimensions of responsible data governance by using thematic analysis method,and based on the conceptual relationship of international standard ISO704:2009 to combine the characteristics of social science data to explain the conceptual connotation of responsible social science data governance and its relationship with related concepts,characteristics,layers and corresponding contents,aiming to build a more comprehensive and systematic conceptual system.[Result/Conclusion]Responsible social science data gov-ernance is a process in which multiple subjects integrate the concepts and principles of responsible research and innovation into the whole life cycle of social science data by using appropriate governance mechanisms and means under the existing da-ta governance environment,so as to ensure all processes and results involving social science data are responsible.It has such the characteristics as responsibility,reflection,foresight,openness and instrumentality,and can be divided into strategy layer,data layer and activity layer.
