Objective The purpose of this study is to scientifically and effectively enhance patients'perceived sense of access to healthcare services.Based on Grounded Theory and the development principles of scales,we designed a scale to meas-ure outpatient patients'perceived sense of access to healthcare services.We also conducted an analysis of influencing factors and corresponding strategies based on Stakeholder Theory.Methods A quota sampling method was used to conduct a questionnaire survey among outpatient patients in public hospitals in Hangzhou City.The reliability and validity of the scale were tested using Cronbach's α coefficient and factor analysis.Multiple linear regression analysis was employed to verify the relationship between patients'perceived sense of access and stakeholders.Results The scale included four dimensions:medical convenience,medi-cal support,medical outcomes,and medical experience,all showing good reliability and validity.Factors such as government regulation,hospital management,medical staff service,and patient cognitive attitudes significantly influenced outpatient pa-tients'perceived sense of access(P<0.05).Conclusion The developed scale can be used to assess outpatient patients'per-ceived sense of access to healthcare services.Enhancing patients'perceived sense of access can be achieved through effective government regulation,improvement of hospital management,motivation of medical staff,and promotion of trust between doctors and patients.
