Objective:To provide reference for the construction of anti-corruption risk prevention and control system in hospital procurement.Method:A comprehensive analysis of literature policies,on-site qualitative interviews,and the construction of a"horizontal+vertical+X"management system for procurement anti-corruption are used to sort out the possible anti-corruption risks in hospital procurement field.Result:A set of"horizontal+vertical+X"procurement integrity risk prevention and control system has been constructed,which,in the"horizontal"aspect,identifies five types of risks,such as procurement personnel's ideology and ethics,procurement system,job responsibilities,business processes,and external environment.In terms of"vertical"business processes,the focus is on management models,procurement,bidding,contracts,acceptance and supplier management processes.In terms of"X"management,special supervision in key areas will be carried out.Conclusion:Since the implementation of the anti-corruption construction system in the research hospital,15 systems related to anti-corruption risks in procurement department have been sorted out and improved,and 145 risk prevention and control measures have been formulated so as to effectively prevent the problems of anti-corruption risks in hospital procurement.
