渔港经济区基础设施建设需要大量的金融和社会资本,探索投融资模式创新有助于推动渔港经济区发展.在深入了解目前中国渔港经济区建设投融资现状的基础上,结合现有代表性渔港经济区投融资和运营情况,分析不同投资主体的主要关切和不同投融资模式在渔港经济区建设中的适用性,探索研究中国渔港经济区建设投融资具体的创新模式,包括创新政策保障吸引企业投资经营性设施、创新贷款和税收政策吸引企业投资经营性设施、创新管理制度吸引社会企业完全投资渔港经济区建设、创新政府投资引导模式、创新地方国有平台企业投资主导的投资模式、创新大型国有企业投资模式以及推动融资租赁创新业务支持海洋休闲旅游产业发展等.
Abstract
In order to promote the infrastructure construction of the fishing port economic zone,attract more financial and social capital,based on the in-depth understanding of the current status of investment,financing and operation in the construction of fishing port economic zones in China,this paper analyzes the main concerns of different investment entities and the applicability of different investment and financing models in the construction of fishing port economic zones,and explores and studies the innovation of specific investment and financing models for the construction of fishing port economic zones in China.It includes reducing the operating costs of enterprises,reducing competition,stabilizing the supply of goods,reducing land costs,optimizing the business environment,loans and tax incentives,overall contiguous development,government investment guidance,encouraging local state-owned platform enterprises to participate in construction,and attracting investment from large state-owned enterprises.
