摘要
基于对大量信访、复核火灾调查案例的研究,综合分析了火灾原因认定结论中由跨界因素导致火灾性质、火灾事故责任边界不清的问题,并进一步说明了火灾调查中的常见跨界问题,指出了起火时间、现场实验和信息化技术手段是调查认定火灾原因的重要途径.
Abstract
Based on research of large number of fire investigation cases involving complaint letter or visit and case review and from the perspective of safeguarding the people's interests, the authors comprehensively analyzed the problems such as ambiguity in the fire nature and the liability boundary resulted by the cross boundary factors in the conclusion of fire cause identification. They further illustrated the common cross-border problems in fire investigation and pointed out the important approaches of fire cause identification including ignition time,field experiment and information technology.
