人力资源是乡村振兴的关键资源,起到串联和带动其他生产要素的作用,新生代农民工是一个相对特殊群体,激励和引导新生代农民工返乡创业,有效促进乡村人力资本积累,以人才振兴汇聚农业农村发展内生动力,是推动乡村振兴、产业发展和中国式农业农村现代化的有效路径.本文通过构建二元Logisitc回归模型,从个体特征、家庭特征、政策环境、创业氛围4个维度,构建指标体系,检验新生代农民工返乡创业的影响因素,构建了新生代农民工返乡创业"一个统领、三个着力点"的激励机制.
As a key resource for rural revitalization,human resources play an important role in connect-ing and driving other production factors.The new generation of migrant workers is a relatively special group,which motivates and guides the new generation of migrant workers to return home and start up businesses,effectively promotes the accumulation of rural human capital and gathers the endogenous power of agricultural and rural development through talent promotion.And it is an effective way to promote rural revitalization,industrial development and the Chinese style agriculture and rural mod-ernization.By constructing a binary logistic regression model,this paper constructs an index system from four aspects of individual characteristics,such as family characteristics,policy environments and entrepreneurial atmosphere to test the influencing factors of the new generation of migrant workers re-turning to their hometown to start a businesses and builds a policy system of"one leader and three fo-cus points"to motivate and guide the new generation of migrant workers to return home to start up businesses.
