乡村振兴视阈下乡规民约治理效能提升路径研究——以文本分析为切入点

摘要
党的二十大报告指出,全面建设社会主义现代化国家,最艰巨最繁重的任务仍然在农村,并要求健全共建共治共享的社会治理制度,提升社会治理效能.自古以来,乡规民约在乡村社会治理中居于举足轻重的地位,是乡村振兴的重要制度工具.然而,基于乡规民约文本的研究发现,当前乡规民约存在法律依据滞后于乡村社会变迁、质量低下、运行机制缺失等问题,由此导致其未能发挥出应有的治理效能.因此,为全面推进乡村振兴,乡规民约治理效能提升应破除法律依据掣肘、提升文本质量、完善监管机制.
Abstract
The report of the 20th National Congress of the Communist Party of China pointed out that the most arduous and arduous task to building a modern socialist country in all respects still lies in ru-ral areas and there is need to optimize social governance based on collaboration,participation and com-mon interests.Since ancient times,rural rules and regulations have been playing a crucial role and are important institutional tools for rural revitalization.However,research based on the text of rural rules and regulations has found that the current rural rules and regulations have problems such as legal basis lagging behind rural social changes,low quality and lack of operational mechanisms,which has led to their failure to exert their due governance effectiveness.Therefore,in order to comprehensively promote rural vitalization,the improvement of the governance efficiency of rural rules and regulations are supposed to solve legal constraints and improve the quality of texts and regulatory mechanisms.
