传统文化赋能乡村治理的实践逻辑及推进路径研究——以河南省S村为例

摘要
中华优秀传统文化蕴含着丰富的治理智慧,是实现乡村善治的重要资源.研究以河南省S村为例,结合赋能理论,探究传统文化赋能乡村治理的实践逻辑.研究发现:S村利用传统文化通过多元赋能方式,以振兴文化产业拓展发展业态、构建激励机制激发村民内生动力、优化治理结构提高治理效能、完善非正式制度规范治理秩序的实践逻辑参与并促进乡村治理.在未来实践中,应从挖掘传统文化价值范式、发掘和培育乡贤能人、盘活传统文化资源以及完善和创新村规民约等维度促进乡村治理,实现乡村善治.
Abstract
The excellent traditional Chinese culture contains rich governance wisdom and is an impor-tant resource to realize good governance in rural areas.Taking S Village in Henan Province as an ex-ample,the theory of empowerment explores the practical logic of enabling rural governance with tra-ditional culture.The study found that S village uses the traditional culture to participate in and pro-mote the rural governance with the practical logic of revitalizing the cultural industry,constructing the incentive mechanism to stimulate the villagers,optimizing the governance structure,improving the governance efficiency and perfecting the informal system and standardizing the governance order.In the future practice,there is need to promote rural governance by exploring the traditional cultural value paradigm,exploring and cultivating rural talents,revitalizing traditional cultural resources and improving and innovating village rules and regulations so as to realize good rural governance.
