Study on the Interregional Ecological Civilization Governance Mechanism of State Power Embeddedness:A Case Study of the Middle and Upper Reaches of the Yangtze River
To promote the construction of ecological civilization in the new era is the inherent value pur-port of Chinese modernization,which profoundly reflects the new concept of people-centered develop-ment.Ecological environmental issues have multiple attributes,such as politics,people's livelihood and economy and are embodied as the Party's mission and purpose,the meaning of national govern-ance modernization,the systematic,holistic and overall practice of coordinated economic and social development.The quality of ecological environmental governance directly affects the people's sense of ecological gain,survival happiness and life health.The layout of economic development and geo-graphical location restrict the development of the middle and upper reaches of the Yangtze River,but it brings opportunities for the construction of ecological civilization.At present,the cross-regional ec-ological civilization governance in the upper reaches of the Yangtze River faces the dilemma of triple conflicts between the central government and local governments,between local governments and be-tween local departments.After analyzing the existing institutional mechanisms of state power to pro-mote the construction of ecological civilization from four aspects such as ideology,system,organiza-tion and policy,a mechanism of national power embedding in trans-regional ecological civilization con-struction is proposed,which consists of the mechanism of coordinated policy agenda,implementation,evaluation and citizen participation.
