摘要
系统思维赋能科技伦理治理体系建设具有科学的内在机理.以系统思维视角审视科技伦理治理体系建设,不仅有利于破解治理实践中的风险阻滞,而且有助于提高治理要素的整体效能.科技伦理治理体系中蕴含着整体性思维本质、层次性思维特质、协同性思维模式、开放性思维视野的系统思维特征.因此,应以系统思维的整体性原则推进科技伦理治理体系的系统化整合,以系统思维的层次性原则构筑科技伦理治理体系的互融式格局,以系统思维的协同性原则深化科技伦理治理体系的诸要素耦合,以系统思维的开放性原则推动科技伦理治理体系的成效化聚合.
Abstract
Systemic thinking empowers the construction of a science and technology ethics governance system with scientific intrinsic logic.Viewing the construction of a science and technology ethics governance system from a systemic thinking perspective not only helps to break through risks and obstacles in governance practice,but also helps to en-hance the overall effectiveness of governance elements.The systemic thinking features of the science and technology ethics governance system include holistic thinking essence,hierarchical thinking characteristics,synergistic thinking modes,and open-minded thinking perspectives.Therefore,the systemic thinking principle of holistic integration should be used to promote the systematization of the science and technology ethics governance system;the systemic thinking principle of hierarchical integration should be used to construct a mutually integrated governance pattern;the systemic thinking princi-ple of synergistic integration should be used to deepen the coupling of all elements in the science and technology ethics governance system;and the systemic thinking principle of open integration should be used to promote the aggregation of governance effects.
