医院设施性能评价指标体系的构建

摘要
本文选择医院设施管理活动中的设施性能作为研究对象，通过分析医院建筑本身与其周边环境所构成系统的特殊性能表现，在英国ADEPT等评价工具的基础上完善医院设施的软性和硬性评价指标，从设施功能性、影响和质量三个维度初步提出了设施性能评价咨询指标集。为进一步验证指标集的可靠性，按照德尔菲法的实施流程，本文阐述了专家咨询数据采集方法与指标的统计参数模型，删除非有效性指标，从而形成结构合理且协调程度较高的评价指标体系。
Abstract
This paper aims to develop facility performance indicators for hospitals through analyzing the special healthcare facility management features within a building-people-process system. Based on the British Achieving Excellence Design Evaluation Toolkit, a preliminary facility performance index for further revising is established covering three aspects in terms of building impact, facility quality and functionality. In order to validate the reliability of this index, this paper adopts the Delphi method to collect evaluation data from healthcare facility management experts. Two statistical parameters are proposed to ensure the evaluating consistence of each facility performance indicator, meanwhile the undesirable indicators are eliminated so that the ifnal comprehensive index system is formed effectively.
