政府建筑节能管理绩效评估模型研究

摘要
各地政府部门在推动建筑节能方面有着重要作用。研究首先遵循一定的原则筛选出影响政府建筑节能管理绩效的主要因素，然后建立了一个政府节能管理绩效综合评估的指标体系，并借助AHP和模糊综合评价法等多准则评价方法构建了政府节能管理绩效的定量化综合评估模型。模型的应用结果显示，所构建的政府节能管理绩效评估模型可以较好的反映各地政府节能管理工作的主要方面，模型可用于评估各地政府在建筑节能管理中的综合绩效，同时，也可甄别出政府节能管理中的薄弱环节，为有针对性的改进管理绩效提供决策依据。
Abstract
The purpose of this paper is to draw on advanced evaluation models and methods. Scientiifc and reasonable performance management of energy saving measures of government building evaluation index system was selected by Delphi method and obtained the weight of each index by AHP. and then the fuzzy comprehensive evaluation method for the government to assess the performance of building energy efifciency work. The government building energy management measures performance evaluation index system provides a theoretical foundation and scientiifc basis for the establishment of comprehensive evaluation index system construction in line with national conditions, to ensure that the relevant government departments to evaluate building energy conservation condition of effective, scientiifc and reasonable and fair to conduct a comprehensive performance management for our country construction energy conservation work to create favorable conditions.
