摘要
持续优化营商环境,提升营商环境法治化水平是推动建设高质量服务型政府、落实减税降费政策、提升市场监管效能的重要前提和保障.党的十八大以来,新疆坚持问题导向、需求导向,多措并举提升营商环境法治化水平,并已取得阶段性成效,但仍存在相关法律法规待完善、各类市场主体合法权益保护力度需加大、执法监管体系建设需加强等问题.今后应坚持以法治为着力点,通过持续完善新疆营商环境法律法规体系、加大市场各主体合法权益保护力度、规范公正文明执法、鼓励创新监管模式等进一步提升新疆营商环境法治化水平.
Abstract
Continuously optimizing the business environment and enhancing the level of legal governance in the business environment is an important premise and safeguard for promoting the construction of a high-quality service-oriented govern-ment,implementing tax reduction and fee reduction policies,and enhancing the efficiency of market regulation.Since the 18th National Congress of the Communist Party of China,Xinjiang has adhered to problem-oriented and demand-oriented approach-es,taking multiple measures to enhance the level of legal governance in the business environment,and has achieved phased re-sults.However,there are still issues such as the need to improve the relevant legal system,the need to strengthen the protection of the legitimate rights and interests of various market entities,and the need to enhance the construction of the law enforcement and supervision system.From then on,it is essential to focus on the rule of law,continuously improve the legal system of Xinji-ang's business environment,strengthen the protection of the legitimate rights and interests of all market entities,standardize fair,just,and civilized law enforcement,and encourage innovative regulatory models to further enhance the level of legal governance in Xinjiang's business environment.
