A Dual Economic Growth Model Considering the Heterogeneity of the Transfer of the Rural Labor——Further Explanation of China's "Migration Mystery"
The traditional dual economic model did not consider the heterogeneity of the transfer from rural labor to urban labor, thus unable to explain China's"migration puzzle".This article constructs a dual economic growth model that takes into account the heterogeneity of the transfer of rural labor, and incorporates both permanent and non-permanent transfers into theoretical analy-sis.It further explains the coexistence of rural labor transfer and the widening urban-rural income gap in China, and enhances the applicability of the dual economic growth model to China and other developing countries. The analysis results indicate that narrow-ing the per capita output gap between the agricultural and non-agricultural sectors requires to maintain a high per capita land growth rate.If the from non-permanent to permanent transfer of rural labor force can be accelerated, the growth of per capita land and per capita output in the agricultural sectors may speeds up,and the urban-rural income gap may also be further narrowed.Fur-thermore,the transfer of rural labor force to urban areas will also have a certain impact on the balanced development of the agricul-tural and non-agricultural sectors. In the long run, the"migration puzzle"may disappear due to the development of the non-agri-cultural sector and the increase in non-agricultural employment opportunities,as rural labor can gradually seek full employment in cities and complete permanent transfer. Finally, this article provides several featured facts and policy recommendations related to the transfer of rural labor force.
