摘要
文章运用随机前沿引力模型,测算了中国对RCEP成员国农产品出口效率及潜力,分析了其影响因素,并提出了提升中国对RCEP成员国农产品出口效率的政策建议.研究结果表明,班轮运输连通性指数、金融自由度、政府效能、关税水平以及自贸协定均显著提高了农产品出口贸易效率,而货币自由度、政府稳定指数、商业自由度、贸易自由度、投资自由度、政府控制均显著阻碍了农产品出口贸易效率的提升.从贸易国别看,中国对新加坡和澳大利亚的出口效率较低,但其出口贸易潜力较大;从农产品分类看,中国的水产品和蔬菜水果出口可增长空间较大.为提升中国对RCEP成员国农产品出口效率,应完善交通基础设施,加强农产品质量安全监管,积极应对贸易风险,加大农业科技投入,并加强与RCEP成员国的农业合作.
Abstract
The article uses a stochastic frontier gravity model to calculate the efficiency and potential of China's agricultural prod-uct export to RCEP member countries,analyzes its influencing factors,and proposes policy recommendations to improve its efficien-cy.The research results indicate that the following factors such as connectivity index of liner transportation,financial freedom,gov-ernment efficiency,tariff levels,and free trade agreements all significantly improve the efficiency of agricultural product export trade,while factors of monetary freedom,government stability index,commercial freedom,trade freedom,investment freedom,and government control all significantly hinder the improvement of agricultural product export trade efficiency.From the perspective of trade countries,China's export efficiency to Singapore and Australia is relatively low,but shows great potential.From the perspec-tive of agricultural product classification,there is significant room for growth in China's exports of aquatic products,vegetables,and fruits.To improve the efficiency of China's agricultural product exports to RCEP member countries,it is necessary to improve transportation infrastructure,strengthen supervision of agricultural product quality and safety,actively respond to trade risks,in-crease investment in agricultural technology,and strengthen agricultural cooperation with RCEP member countries.
