摘要
加快营商环境优化是推动兵团经济高质量发展的重要举措.文章基于营商环境制度保障、政务服务、信用体系三个层面对兵团优化营商环境现状进行了系统阐述,并重点剖析了兵团优化营商环境工作中存在的痛点、堵点、难点问题:可控资源要素少、经济发展韧性不足、诚信政府建设薄弱、数字政府建设滞后、融资难、融资贵的问题比较突出,科技和人才支撑能力不足等.因此,兵团应深入推进政府诚信建设,进一步深化"放管服"改革,加快发展壮大主导产业,加快推动一批支撑高质量发展的重大项目,加快培育一批具有国际竞争力的市场主体,切实强化科技和人才支撑.
Abstract
Accelerating the optimization of the business environment is an important measure to promote the high-quality develop-ment of the Xinjiang Production and Construction Corps(XPCC)economy.The article systematically elaborates on the current situ-ation of optimizing the business environment in XPCC based on the three aspects of institutional guarantee of the business environ-ment,government services,and credit system.It focuses on analyzing the problems,bottlenecks,and difficulties in optimizing the business environment in XPCC,including a lack of controllable resources,insufficient economic development resilience,weak con-struction of a trustworthy government,lagging construction of a digital government,inadequate financing,and high financing costs,insufficient capabilities of technological and talent support.Therefore,XPCC should deepen the construction of government integri-ty,further deepen the reform of"streamlining administration,delegating powers,and improving services",accelerate the develop-ment and growth of leading industries,accelerate the promotion of a number of major projects supporting high-quality development,accelerate the cultivation of a group of market entities with international competitiveness,and effectively strengthen the support of technology and talent.
