National Resource Input and Villagers'Autonomy——Inhibition or Promotion?
As national resources are input into rural areas,the effectiveness of governance has increasingly become the focus of de-bate in the political and academic circles.Based on the 2019 rural household tracking survey data in China,this study examines the impact and mechanism of national resource input on the effectiveness of village autonomy from two dimensions of the initiative of village cadres and the subjectivity of villagers.The results are as follows.Firstly,the input of national resources significantly en-hances the initiative of village cadres,but the impact on the subjectivity of villagers is not significant.Secondly,the governance ef-fect of national resource input highlights heterogeneity with the entry of different types of resources into villages.Among them,the entry of production,living,and social security into villages has a positive promoting effect on the governance effect,while the entry of cultural,entertainment,and organizational development into villages has not significant promoting effect of village autonomy.Thirdly,the governance effect of national resource input will improve with the increase of resource input intensity;and in the cen-tral region and villages with low collective economic income,the initiative of village cadres will be enhanced through the interaction mechanism between cadres and the masses,positive incentive mechanism,and supervision and constraint mechanism,thereby en-hancing the effectiveness of village autonomy.The article provides evidence to strengthen the confidence in the transformation of exogenous resource input into effective governance within villages,and provides inspiration for guiding national resource input to activate village autonomy.
