我国乡村生态治理现代化建设路径研究

摘要
为适应乡村振兴战略的更高建设目标,乡村生态治理现代化建设显得更加紧迫.通过系统方法考察我国乡村生态问题,深挖根源,发现散发性污染问题背后是人才缺失问题,而乡村生态治理众多资源的缺失背后是地域发展不平衡问题.针对问题,以专项性和综合性相结合的方式提出解决乡村生态治理现代化一系列应对措施.一是要构建从法律法规到规章条例完整的生态治理全面法治化之路,注重与乡村文化建设的融合;二是乡村生态治理主体要多元化,充分发挥基层党政组织、村民农户、外来产业经营者和社会群众的积极性;三是乡村生态治理动力激励化,构建激励机制,促进治理效能持续发挥;四是乡村生态治理方式数字化,因地制宜完善数字化检测转化系统,乡村生态治理数字化融入乡村数字化发展、生态市场化运作和社区系统化治理,以更好应对地域发展不平衡难题.
Abstract
In order to adapt to the higher construction goal of rural revitalization strategy,the modernization of rural ecological gov-ernance is urgent.This paper investigates the rural ecological problems in China through a systematic method,explores the causes,and finds that the reason for sporadic pollution is the lack of talents,while the inadequacy of the resources in rural ecological gover-nance is due to the imbalanced development of different regions.In view of the problems,this paper puts forward a series of target-ed and comprehensive countermeasures to solve the problems.First,it is necessary to build a comprehensive legal road of ecologi-cal governance with laws and regulations,and focus on its integration with rural cultural construction;Second,the subjects of rural ecological governance should include grassroots party,government organizations,villagers and farmers,immigrant industrial opera-tors and the masses.Third,the rural ecological governance should be motivated by incentive to ensure the governance efficiency.Fourth,the way of rural ecological governance should be digitized,and the digital detection and transformation system should be im-proved according to local conditions.The digitalization of rural ecological governance should be integrated into rural digital devel-opment,ecological market-oriented operation and community systematic governance in order to cope with the problem of unbal-anced regional development.
