国家现代农业产业园创建政策能否促进县域经济增长?
Research on the County Economic Effect of National Modern Agricultural Industrial Parks

摘要
政策引导国家现代农业产业园建设,既是实现乡村产业振兴的重要制度设计,也是培育县域经济发展极的有效手段.为测度现代农业产业园的生发成效,文章将国家现代农业产业园创建作为一项准自然实验,基于2015-2021年中国县域经济面板数据,利用多期DID模型,剖析现代农业产业园建设对县域经济发展的作用机理和影响效应.研究发现:(1)国家现代农业产业园创建对县域经济发展水平具有正向促进作用;(2)产业园创建政策对东部地区和西部地区的县域经济发展起积极作用,对中部地区影响不显著.因此,有必要分区分类合理配置产业园资源,引导地方自主创建不同层次的现代农业产业园,充分发挥农业产业园县域经济增长效能.
Abstract
Policy guidance for the construction of national modern agricultural industrial parks is not only an important institutional design for achieving rural industrial revitalization,but also an effective means of cultivating county-level economic development.To measure the development effectiveness of modern agricultural industrial parks,this article takes the creation of national modern agricultural industrial parks as a quasi natural experiment,based on panel data of China's county-level economy from 2015 to 2021,and uses a multi period DID model to analyze the mechanism and impact of modern agricultural industrial park construction on county-level economic development.Research has found that:(1)the establishment of national modern agricultural industrial parks has a positive promoting effect on the level of county-level economic development;(2)the policy of creating industrial parks has a positive effect on the economic development of counties in the eastern and western regions,but has no significant impact on the central region.Therefore,it is necessary to divide and classify industrial park resources in a reasonable manner,guide local gov-ernments to independently create modern agricultural industrial parks at different levels,and fully promote the economic growth ef-ficiency of agricultural industrial parks in counties.
