Can the Pilot Policy of Patent Insurance Promote the Improvement of Regional Total Factor Productivity?
This article uses the quasi natural experiment of patent insurance pilot policy,and uses panel data from prefectures,cit-ies and above from 2004 to 2019 to establish a double difference model(DID)to study how the patent insurance pilot policy affects regional total factor productivity.Research has found that the pilot policy of patent insurance can significantly improve the regional total factor productivity;mechanism testing found that this improvement has been achieved through innovation incentive effects and industrial structure upgrading effects;heterogeneity analysis found that the policy effect of patent insurance pilot policies on im-proving total factor productivity is more pronounced in eastern regions,regions with large economic scales,high levels of financial development,and high levels of talent aggregation.This study reveals the policy effects of patent insurance pilot program as an inno-vative measure to drive high-quality economic development,providing positive insights for promoting high-quality economic devel-opment in the future.
