Inheritance and Transcendence:A Study on Participation of New Rural Elites in Rural Governance from the Perspective of Rural Revitalization
Rural governance is an important part of the rural revitalization.New rural elites now have become an important and strong force in rural governance.Historically,the participation of new rural elites in rural governance is the inheritance and tran-scendence of the ancient practice of"effective governance by rural elites";and the traditional rural elites and new rural elites are highly compatible in terms of their characteristics,role orientation and functions.In the new era,the participation of new rural elites in rural governance is based on the active guidance of state policies,the practical needs of rural governance and the promo-tion of their own homeland nostalgia.At present,the participation of new rural elites in rural governance is still faced with many practical dilemmas as follows.From an individual perspective,the governance ability of needs to be improved,and the role posi-tioning is not very clear.From a social perspective,the recognition level of new rural elites is relatively low,and there is a lack of security measures.From an institutional perspective,the mechanism for cultivating talents in new rural elites is not sound enough,and the participation mechanism needs to be improved.In the context of comprehensively promoting rural revitalization,we should start a new journey of rural governance by enhancing the self-construction of new rural elites,stimulating their participation motiva-tion,and improving the relevant systems of new rural elites.
