An Overview of China's Policies for the Management of Straw Resources
In recent years,China has adopted various policies and measures to control pollution and promote the rational utilization of straw resources in response to the issue of open-air incineration of straw.This article collects and organizes straw resource man-agement policy documents issued by the national government and local governments from 1999 to 2023.It systematically sorts and analyzes these policies in terms of straw incineration management,comprehensive utilization of straw,straw energy industry plan-ning,and fiscal subsidies.Under the coordination and cooperation of national and local policies,the regulation of straw burning has gradually shifted from manual control to technological control.However,it is difficult to fundamentally solve the problem of straw incineration solely through a ban.Exploring reasonable ways to utilize straw is an important approach to straw resource manage-ment.The central government has formulated development plans and implementation schemes to determine the overall direction and approach for straw resource utilization.In addition,local governments have developed specific development plans and imple-mentation schemes based on the local endowment of straw resources and development potential.Overall,under the guidance of gov-ernment policies,the open-air incineration of straw has been significantly inhibited nationwide,and the utilization of straw resourc-es has been significantly enhanced.However,there are still some issues to be addressed.For example,the burning of straw in the northeastern region remains severe,the support standards for comprehensive straw utilization are relatively low,the spatial distribu-tion of straw power generation projects in some areas is unreasonable,the subsidies for biomass electricity prices are insufficient,and further research and developments on key technologies are required.Based on the above analysis,this article puts forward rele-vant suggestions,including improving the management mechanism for straw burning,strengthening the comprehensive utilization of straw in the northeastern region,using straw as animal feed and returning it to the field as manure,optimizing the spatial distribu-tion of biomass power generation projects,establishing a special subsidy catalog for biomass power generation,and increasing in-vestment in related scientific and technological research and development.
